Ukraine Peace Talks – February 2025 Update


In a significant development regarding the ongoing Ukraine conflict, Russian President Vladimir Putin has expressed openness to European involvement in peace negotiations with the United States, signaling a shift from previous talks that excluded Europe. Putin emphasized the importance of building trust with the U.S. and indicated support for a 50% reduction in military expenditures, hinting at the potential inclusion of China in future discussions.

On the third anniversary of Russia's full-scale invasion of Ukraine, the United Nations General Assembly passed two resolutions that shed light on the ongoing diplomatic tensions:

  • Ukraine-led Resolution: The resolution condemned Russia’s aggression and demanded the withdrawal of Russian troops from Ukraine, garnering 93 votes in favor, 18 against, and 65 abstentions. The U.S. voted against the resolution, aligning with Russia, marking a noticeable shift in U.S. foreign policy under President Donald Trump’s administration.

  • U.S.-led "Path to Peace" Resolution: Initially neutral, the resolution was later amended to affirm Ukraine’s sovereignty. The U.S. abstained from voting on its own proposal, which passed with 93 votes in favor, 8 against, and 73 abstentions.

In addition to the General Assembly resolutions, the U.N. Security Council also adopted a U.S.-drafted resolution with 10 votes in favor, including Russia’s backing. France, Britain, Denmark, Greece, and Slovenia, however, abstained after their proposed amendments were vetoed by Russia.

The Trump administration's direct talks with Russia, which excluded Ukraine, have faced significant criticism. Ukrainian President Volodymyr Zelenskyy firmly rejected negotiations that did not involve Ukraine, highlighting the country's vital role in any peace process.

In the meantime, the U.S. and Russia have agreed to restore embassy staffing and form a high-level negotiation team, marking a potential avenue for renewed diplomatic engagement. European leaders, including French President Emmanuel Macron, continue to advocate for a "just and lasting peace" that upholds Ukraine’s sovereignty, rather than settling for a frozen conflict.

As the situation evolves, global attention remains on the diplomatic efforts aimed at finding a resolution to one of the most consequential conflicts in modern history.
